If your problem is blood born..would it come from nasal area as well and would it be 24/7 ?
Oral type halitosis ...ie from tongue etc..can that be measured reasonably accurately using a halimeter?
If the problem is oral..after 12 hrs of not eating/drinking/brushing teeth would that show up on a halimeter?

If it was blood borne or a result of a problem in the respiratory tract then the smell would come through the nose as well, though if it was blood borne it wouldn't necessarily be 24/7.
The halimeter will only measure volatile sulphur compounds, not other compounds that cause bad breath like propionic acid, so you can have bad breath without anything showing up on the halimeter.

As long as you're getting blood test try and get tested for diabetes too. That's a possible cause of bad breath.
