I went to the website for periogen and here are the active ingredients they list verbatim:
"Periogen contains the following safe and proven food-grade
dental-industry ingredients:
STPP - Sodium Tripolyphosphate, (anti-oxidant)
TKPP -Tetrapotassium Pyrophosphate, (emulsifier)
Baking Soda, (maintains a healthy 7.6 pH)
Citric Acid, (product delivery and pH control)
Fluoride .04%, (charge source - 40X less than toothpaste)"
I've re-created those ingredients so members can create the solution at home themselves:
Ascorbic Acid=Vitamin C/Hydrogen Peroxide, (anti-oxidant)
Potassium Bitartrate=Cream of Tartar, (emulsifier)
Baking Soda, (maintains a healthy 7.6 pH)
Lemon Juice (Citric Acid-product delivery and pH control)
Sea Salt (Fluoride)

Here's there directions for use:
Use once or twice daily. Brush teeth for two minutes with your favorite toothpaste prior to start. Be thorough, brushing all tooth surfaces near the gum line and behind rear molars.
Simple Gingivitis
Pockets 0-2mm
In a cup, dissolve ½ spoonful Periogen® in ½ cup warm water.
Swish solution in mouth for one minute or more, spitting and adding more Periogen® solution as needed until cup is empty.
Moderate Gum Disease
Pockets 3-6mm
Use a WaterPik Ultra with a Pik Pocket tip.
In the irrigator reservoir, dissolve one spoonful Periogen® in one cup warm water.
Irrigate entire gum-tooth margin until solution is gone.
Advanced Periodontitis
Pockets > 6mm
Use periodontal applicator. In a cup, dissolve ½ spoonful Periogen® in ½ cup warm water.
Draw Periogen® solution into applicator and insert into each pocket and release solution.
