Does somebody use spray around your house or place you live?

I just wonder, my neighbour started to spray just across the street where I live when I talk outside...I smelled the parfume few times now....
so nasty and rude......
And another woman was using incense all the time before, in the flat below....
does this happen with other people, or am I just alone?
